  廣播科學研究院簡介

 

    國家新聞出版廣電總局廣播科學研究院建立于195810月,前身為廣播科學研究所,19943月更名為廣播科學研究院,200210月被科技部批準為非營利性科研院所轉制的第二批試點單位,20178月被中編辦、財政部等部委批準為公益二類事業單位。廣播科學研究院下設電視技術研究所、無線技術研究所、有線網絡技術研究所、互聯網視聽技術研究所、信息技術研究所和技術經濟研究所及廣播電視測試技術研究所。截止20171231日,共有在職人員178人,其中中級、高級專業技術人員占80.9%;中青年技術人員中,具有本科以上學歷占97.9%,碩士、博士研究生學歷占73.1%。

    廣播科學研究院五十多年的歷史,是見證和促進我國廣播電視事業和科技發展的歷史。長期以來在黑白電視、彩色電視、數字電視、高清晰度電視、調頻廣播、有線廣播電視、衛星廣播電視、移動多媒體廣播電視、互動新媒體網絡、下一代高可信網絡、三網融合、下一代廣播電視網、廣播電視安全播出、數字聲音廣播、網絡電視、頻率規劃、廣播電視融合網絡、智能電視操作系統、緊急廣播系統、3D電視、數字家庭關鍵技術等研究領域承擔了大量的國家級、部級重點科研項目;并在我國率先開發出了7GHz微波系統、L波段和Ku波段衛星接收機、電視攝像管、圖文電視系統等一系列有影響的高技術產品。2009年,科技部批復同意依托廣播科學研究院組建國家廣播電視網工程技術研究中心。五十多年來,廣播科學研究院的重點研究方向在廣播電視科技領域始終處于領先地位。

    廣播科學研究院始終堅持自主創新,努力研發具有自主知識產權的核心技術和關鍵共性技術,充分發揮廣播電視技術研發的國家隊和主力軍作用,并取得較好成果。2017年獲得國家重大專項項目1項,國家重點研發計劃課題2項,北京市科技計劃項目1項,總局立項科研和標準項目28項,本院基本科研業務費課題立項29項。全年科研項目預驗收22項,完成驗收34項,其中國家級課題1項、總局科研項目6項、本院基本科研業務費課題27項。獲得王選新聞科學技術獎特等獎1項,廣播影視科技創新獎23項,其他各類協會、學會獎22項,科技論文獎56項。當年新申請專利28項,獲得專利20項,申請并獲得授權的軟件著作權40項,發布行業標準和技術規范6項。

Academy of Broadcasting Science


The Academy of Broadcasting Science (ABS), founded in 1958, is a subsidiary of the State Administration of Press, Publication, Radio, Film and Television (SAPPRFT), the regulatory body with overall responsibility for China’s broadcasting, cinema and electronic media sector. Fully funded by the state and dedicated to the benefit of the general public, ABS is China’s leading scientific research institute in the field. It provides technical support for SAPPRFT in the formulation of technology strategy, planning and decision-making. ABS provides a solid backbone for a number of essential services: research and development in China’s broadcasting sector; management of major projects; training and the development of talent; and the provision of a significant window for technology cooperation and communication between China’s broadcasting industry and the rest of the world.

ABS fulfills a number of varied and important roles: researching on advanced and strategic technology; taking on frontier R&D projects; developing broadcast applications technology; providing engineering and technical consulting and solutions; establishing an innovation-base and experimental platform for broadcasting technology; launching domestic and international broadcast technical communication and cooperation; initiating high-tech enterprises; and commercializing research outcomes.

ABS’s research activities cover the full range of broadcasting and electronic media, and involve core technologies as well as systems, standards, and solutions. The service covers the entire industry and aims to provide strong technical support for the development of China’s broadcast and media sector.  

Focus of Research

The focus of ABS’s scientific research and innovation in recent years has been on Next Generation Broadcasting network (NGB), China Mobile Multimedia Broadcasting (CMMB), Direct Broadcast by Satellite (DBS), 3DTV, emergency broadcasting, interactive new media networks, the digital home, Next Generation High Credibility Network, streaming media technology for triple play, and next generation Internet services. Breakthroughs in these key technologies provide technical backing and scientific guidance for the restructuring and the strategic transformation of China’s broadcasting industry.

(1) The in-depth study of Next Generation Broadcasting (NGB) technical system, IPv6 related technical policies, NGB middleware standards, Downloadable Conditional Access System (DCAS), and smart TV Operating System (TVOS) carried out by ABS provide theoretical basis for the transition of China’s existing broadcasting network to NGB and important support for NGB technical policies, standards, and business development.

(2) Advanced Broadcasting System - Satellite (ABS-S), the new generation Direct Broadcasting Satellite (DBS) transmitting system, including location management system and terminal equipment developed independently by ABS effectively resolves the problems of central and local broadcasting signals coverage in rural areas and DBS security.

(3) The academy actively carries out systematic research on Digital Radio technology. Based on the in-depth research on the foreign digital radio systems, ABS has made several breakthroughs in digital radio technology with independent intellectual property rights. Through the development of critical equipment of head-end system and terminal receiving chip and the laboratory and field testing, it has finished the transmission standards of digital radio broadcasting system in FM Band, which lays a solid foundation for the progress of China’s radio digitization.

(4) The industrial standard of “High-performance Network Over Coax (HINOC)” with Chinese independent intellectual property rights formulated under the leadership of ABS, has been supported by the national 863 Program and CHBS Project. HINOC has been accepted as an ITU project, and formally approved as an international standard.

(5) The academy does a lot of research on 3DTV including the development and industrialization of 3DTV integration & broadcast platform and terminal system, subjective evaluation and objective testing for 3DTV, and especially on making 3DTV transmission solution, designing testing system, and formulating the relevant standards. All the work has greatly guaranteed China’s 3DTV pilot broadcast and are promoting the industry development.

(6) The Emergency Broadcast technology research carried out by ABS includes developing key systems and equipment for the generation, transmission and reception of emergency broadcast messages, and the formulation of relevant standards and specifications. This research provides strong technical support for the establishment of multilevel, subregional, and multi-sectoral linked emergency broadcasting systems that meet demand at every level from national to regional and local.

(7) Combined with national Triple Play policy, the academy analyzes and puts forward related research reports and technical proposals, which are provided to SAPPRFT as references for policy formulation and industrial planning. Meanwhile, ABS has participated in and guided the pilot projects of triple play services in the first batch of 12 and the second of 42 pilot cities, and carried out the system platform establishment and operation according to the demands and developing orientation of triple play services.

 

Technical Communication and Service

As a national research institution, ABS attaches great importance to academic exchanges and technical services. It plays a very important role in exploring the development of broadcasting technology, in exhibiting and promoting the application of new technology, in product demonstration and the user experience. It serves as an indispensable bridge and link for communication between the government and enterprises, enterprises and users, and between China and the world.

The China Content Broadcasting Network Exhibition (CCBN), organized by ABS, is a world-class event covering broadcasting technology and equipment. It attracts more than 1000 exhibitors and 100,000 visitors from many different countries and regions. Through twenty years of sustained and stable development, CCBN has become an iconic brand of the China’s broadcasting industry and exerts a great and profound influence on the international broadcasting development.

The academy also actively provides technology and product testing in and out of the broadcasting industry. It offers powerful support for effective government supervision, for improvements in broadcasters’ technology and services, and for supervision of product quality, so as to ensure that the public receives the highest possible level of broadcasting service.
